TARA’s approach to child protection in India is holistic and built around one conviction: every child deserves to grow up in a safe, nurturing family. Residential care is always a last resort. Prevention and family strengthening come first.

To put this into practice, TARA operates a continuum of care: a range of programmes calibrated to each child’s situation, addressing education, family, health, psychosocial wellbeing and access to rights, all at once. Each programme is an independent response to a specific level of need.

Different Levels of Intervention

For children and families in vulnerable situations where no immediate danger is present. TARA reaches out proactively to offer educational support, family strengthening and access to services before a crisis develops. Participation is voluntary.

  • Two centres in South Delhi: Saidulajab (since 2019) and Sanjay Colony (since 2024)
  • Four learning groups adapted to each child’s level: Nursery, Bridge, Open and Intensive
  • Family strengthening, psychosocial support, health camps and administrative assistance

For families referred by a Child Welfare Committee where a child’s safety is at risk but family reintegration remains the goal. Participation is compulsory. TARA conducts formal risk assessments, provides structured support and reports regularly to the CWC.

  • Formal risk and needs assessment mandated by the CWC
  • Family strengthening, counselling and educational follow-up for the child
  • Structured monitoring until safe reintegration is confirmed

For children who cannot safely remain with their families. TARA operates two registered children’s homes in New Delhi for children placed by the Child Welfare Committee. Family reintegration remains the long-term objective whenever possible.

  • TARA Boys and TARA Girls (ages 6 to 18)
  • Safe shelter, education, nutrition, health and psychosocial care
  • Individual development plan for each child

For young adults leaving residential care. Turning 18 does not mean being ready to face the world alone. TARA Big Birds supports care-leavers with housing, vocational training, college access and mentoring as they build independent lives.

  • Part-time jobs, internships and college access
  • Life skills, financial independence and social integration
  • Ongoing mentoring and psychological support

Capacity Building

A continuum of care is only as strong as the people who implement it. TARA Training Centre trains over 100 professionals every year, both TARA’s own staff and child protection professionals from other organisations across India.

By strengthening the skills of child protection actors beyond its own programmes, TARA extends its impact far beyond the children it directly supports.
